In 1992, with the assistance of the ILO (International Labour Organization) mission in Albania, the first responsible structure was established to monitor working conditions and employment relations in their entirety. It initially emerged as a Committee for Labor and Social Affairs, later evolving into the project of a Ministry of Labor. Since that year, the project for the protection of workers, through proper legal foundations and responsible supervisory structures, has been continuously growing and becoming more comprehensive and consolidated to address this important challenge for the social well-being of workers, who are first and foremost citizens of a democratic republic. As such, their protection begins with the Constitution of the Albanian state, where citizens as employees must enjoy rights and obligations protected by law, especially regarding their physical safety and health concerning occupational disease prevention.
