REPORT ON CROSS – SECTORAL MEETING

Held on 1 and 2 March 2017 in Prishtina, Kosovo.

Based on the planned activities of the project “Capacity Building and Strengthening the Role of Regional Civil Society Organizations to Improve Working Conditions and Dialogue with State Institutions”, implemented by Balkan OSH Network – BALcanOSH.net , Held on 20 September in Prishtina.

Goal of the meeting:

Identify the needs, shortcomings and problems of civil society organizations and media in incorporating and drafting policies in society, building partnerships among them in decision-making, encouraging dialogue to increase co-operation between regional organizations and state institutions for social inclusion and Improve working conditions, establish cooperation and establish a regional partnership between the BALcanOSH.Net network and civil society organizations (NGOs) in the IPA region to facilitate the exchange of knowledge, skills and links, increase  and expand their influence on campaigning and representation in strategic operational plans and policies at national and regional level, as well as raising public awareness of the importance of professional practices, social issues and civic organizations. The first day invited to this meeting were representatives of legal entities of applicants for certification in the field of safety and health at work and the second day with representatives of the state and educational administration bodies.

At this meeting was also attended by the President of the Kosovar Association for Safety and Health at Work (KOSHA), Mr. Fatmir Saraqini, who in short points outlined the importance of this project and in particular of this sectoral meeting.

Regarding these objectives, Prof. Dr. Agim Shaqiri The project officer from the Kosovar Association for Safety and Health at Work (KOSHA) presented a brief presentation on the role of professional for safety and health to work. Since most of the attendees were candidates for the professional examination and who had given the preliminary examination of the first part, in this regard showed great interest in examining the second part of the exam, respectively drafting the Risk assessment in a working conditions. It should be stressed that Kosovo still does not have professional Occupational Safety and Health experts, since the legislation in creation of respective commissions’ teams have been carried out later than other states in the region that are involved in this project.

In this regard, Sharrcem – company representative Mr. Minir Curi presented a risk assessment module according to the methodology that practices their company.

Various discussions were opened from these two sessions, where most were interested in the competences and obligations of professional persons for OSH and the form and manner and the risk assessment procedures they are applying in their Assessment of the risk.

The participants initially focused the discussion on assessing the current situation of  Occupational Safety and Health in Kosovo, the current needs for improving the current situation, in particular with regard to information capacity building and implementation of the Law on Health and Safety at Work.

On the second day were present representatives of state and educational administration bodies.

At this meeting a brief presentation was presented on the role of representatives of state bodies regarding the progress and progress made in recent years in terms of capacity building of the relevant legislation first, including legal norms adopted, respectively normative acts Which are the Regulations for certification and licensing of persons and subjects for OSH, the Regulation on minimum safety and health requirements in the workplace, the Regulation on minimum safety and health requirements of work equipment and some regulations which are Completed in which the individual safety and health directives have been transposed

The key topic in this meeting was conducted in terms of inspection oversight, inspection profile and in the special profile of the labor inspector in particular areas with a special emphasis on risk assessments.

Attendees addressed some interesting topics, in particular the analysis of the current situation of safety and health at work in the Republic of Kosovo. In this regard, the deficiencies and problems faced today by the inspection oversight bodies, respectively the Labor Inspectorate, were also highlighted.
